Vespasien V. Pella (1897-1960) was a Romanian legal expert who promoted the notion of international of international criminal proceedings against head of states found guilty of crimes against humanity. He was also the President of the Committee on Legal Questions of the League of Nations in 1938, and the Romanian Ambassador to Switzerland during WWII.
